La provincia de Neuquén cuenta desde esta semana con un Sistema Provincial de Manejo del Fuego, tras la aprobación unánime de una ley que establece un marco integral para prevenir y responder ante incendios forestales, rurales y de interfase. La iniciativa, impulsada por el Poder Ejecutivo, recibió el respaldo de todos los bloques durante la 27° sesión ordinaria de la Legislatura.
La nueva normativa fija planes provinciales, municipales y prediales, con protocolos de intervención ante situaciones de riesgo o emergencia, y designa a la Secretaría de Emergencias y Gestión de Riesgos como autoridad de aplicación. También crea un fondo provincial específico para prevención, combate y recuperación ambiental, que permitirá actuar “en el antes, durante y después” de los incendios.
El proyecto prevé un esquema de actuación coordinado entre organismos provinciales, municipios, brigadistas y comunidades locales, incorporando herramientas de georreferenciación para planificar y optimizar la intervención en campo. Esto incluye la identificación de cortafuegos, reservorios de agua y zonas seguras, facilitando el trabajo de los equipos ante focos ígneos.
Los legisladores destacaron la participación comunitaria y la capacitación de brigadistas como pilares de la estrategia. Según explicaron, el fortalecimiento de las comunidades locales resulta clave para una respuesta más rápida y adecuada a la diversidad territorial de Neuquén, especialmente durante la temporada estival.
La ley establece compromisos concretos para municipios y propietarios rurales. Los primeros deberán elaborar planes locales de prevención y combate, conformar brigadas mínimas y capacitar al personal de manera anual. Los propietarios rurales, por su parte, deberán mantener cortafuegos, picadas y sistemas de silvicultura preventiva.
Además, se habilita una contribución voluntaria de los propietarios, cuya cuantía será definida según la superficie del predio. El fondo provincial se divide en dos cuentas: una para prevención y combate, administrada por la Secretaría de Emergencias, y otra para restauración ambiental, a cargo de la Secretaría de Ambiente. La normativa también establece sanciones que van desde apercibimientos hasta multas de 10 a 20.000 jus, y la suspensión de permisos en caso de incumplimiento.
