La Municipalidad de Neuquén encendió una señal de alerta sobre el funcionamiento de Uber en la ciudad. Según confirmó el subsecretario de Transporte, Mauro Espinosa, la empresa todavía no inició el proceso de registro que exige la ordenanza vigente y, por lo tanto, estaría operando fuera de la normativa local. El funcionario adelantó que los controles para detectar vehículos no habilitados se intensificarán en distintos puntos de la capital.
En paralelo, el municipio destacó que Cabify sí completó los trámites de inscripción y ya suma unos 200 conductores habilitados, convirtiéndose en la única plataforma digital autorizada para prestar servicio en la ciudad. La diferencia entre ambas compañías, según explican en la comuna, marca hoy el eje del esquema regulatorio que busca ordenar un mercado históricamente tensionado por la convivencia entre taxis, remises y nuevas aplicaciones.
La discusión sobre las apps de movilidad no es nueva en Neuquén, pero este es uno de los primeros capítulos donde el municipio afirma con claridad que una plataforma está incumpliendo la ordenanza. Espinosa fue directo: “Es una actividad privada de interés público y debe responder ante la ilegalidad”. La frase marca la postura oficial frente a un escenario en el que la demanda de viajes crece, pero el marco legal exige que todas las empresas cumplan los mismos pasos antes de operar.
De acuerdo con el subsecretario, Uber no presentó ninguna documentación ni inició trámites desde que la ciudad reglamentó el ingreso de plataformas en octubre. Ese dato, para la municipalidad, es suficiente para sostener que su funcionamiento es irregular. Por eso, se reforzarán los operativos que ya venían realizándose para detectar autos sin habilitación. Las multas, aclararon, seguirán aplicándose en los casos en que corresponda.
Mientras tanto, Cabify se convirtió en la única app que superó el proceso de registro. Opera en ocho ciudades del país y, en Neuquén, ya cuenta con un plantel estable de conductores. Espinosa confirmó que más del 45% de quienes se sumaron a la plataforma son taxistas, autorizados por ordenanza a despachar viajes mediante aplicaciones sin perder su categoría tradicional.
Taxis, remises y apps
La incorporación de taxistas a Cabify es uno de los datos que más llamó la atención dentro del esquema regulado. Para el municipio, este movimiento muestra que parte del sector ve en las plataformas un canal complementario de trabajo, especialmente en horarios donde la demanda se dispara o durante eventos de gran convocatoria.
En el caso de los remises, la municipalidad abrirá el registro de incorporación en las próximas semanas, lo que podría sumar nuevos actores a la oferta habilitada. Hasta ahora, el universo de aplicaciones y servicios digitales convive con un sistema tradicional que también atraviesa transformaciones forzadas por los hábitos de los usuarios.
Una de esas transformaciones es el uso obligatorio de Taxi Go, la app oficial del municipio. Según Espinosa, ya acumula alrededor de 1.000 descargas y funciona como herramienta base para el despacho urbano de taxis y remises. La intención no es competir con las plataformas privadas, sino garantizar que exista un canal formal que permita monitorear la oferta y mejorar la experiencia del usuario.
