El ministro de Infraestructura bonaerense, Gabriel Katopodis, denunció que el gobierno nacional no está ejecutando obras hidráulicas clave financiadas con fondos públicos. Según Katopodis, hay 290 mil millones de pesos subejecutados del Fondo Hídrico Nacional, recursos que provienen del Impuesto a los Combustibles Líquidos. La denuncia cobra relevancia ante la proximidad del fenómeno climático conocido como Súper El Niño, que podría traer tormentas de gran intensidad.
De acuerdo con datos del sitio Chequeado, que realizó un pedido de información pública, la Nación recaudó 375.400 millones de pesos por ese impuesto, pero solo habría efectuado pagos por 116.000 millones. Esto representa apenas el 31% del total recaudado. Del impuesto a los combustibles, un 4,31% se destina al Fondo de Infraestructura Hídrica, creado en 2001 mediante decreto y refrendado por ley en 2006.
El principal reclamo de la provincia de Buenos Aires se concentra en las obras del Río Salado, a cargo de la Nación. Se trata del IV tramo, de aproximadamente 56 kilómetros de extensión, que bordea la ruta 205 y abarca los partidos de 25 de Mayo, Chivilcoy, Alberti y Bragado. Estas obras avanzan a paso lento, según denuncias del gobierno provincial.
La Agencia Nacional Oceánica y Atmosférica de Estados Unidos (NOAA) elevó a 95% la probabilidad de que el Súper El Niño alcance muy fuerte intensidad en el Pacífico durante el trimestre octubre-diciembre. La probabilidad de un episodio muy fuerte pasó de 81% en julio a cerca de 95% en agosto.
